What are our rules there? Born in Russia, died in America, spent some time in Austria- the dedication to Rachmaninoff makes me think 'fellow emigrĂ©' (very loosely ; Medtner's course e.g. led him to settle ultimately in England after all. In cases like this, I'd say the safest thing to do is just put him down as Russian unless a source with more biographical information turns up. I also found a 1915 NYT review of one of his concerts; my guess is that he toured in Europe and America for the better part of his life. I have no idea if he became a US citizen or not, though. Neither do I, yet... Hrm. And a 1914 Harvard Crimson review of a concert there refers to him as a professor at the University of Cracow... (while according to the Musical Times he played in Bechstein Hall in London June 30 1914- and June 13 1913 where he played the piano part in a Cyril Scott violin sonata, op.59; I wonder if that was the premiere, will have to look that up :) On tour, yes.)
