I think this score is probably incomplete. When the Gb-major section ends and the Db-major opening section recurs, the introduction comes again, and ends on a dominant 7th at the bottom of the page - and there the score ends, with the actual first theme proper itself not being repeated as you would expect. It's most improbable that a piece of this sort would end on such a chord, or end with just the introduction being repeated - and there is no sign of a "Da Capo" instruction telling you to go back to an earlier part of the score.
