This is a misattribution.
The author of this work is Jacobus Gallus.
The misattribution comes from an erroneus inclusion and misattribution by Perell in his 1913 edition of the operaomnia of Victoria. (= this scanned score!)
The newer edition by Higinio Angles omitted this motet.
