This "urtext" or "scholarly" (scientific) edition was published at least 25 years ago in the EU (or 20 years ago in Italy, before 1992 in the former USSR). Voříšek's Op. 24 is his Mass in B flat (edited in MAB II 15). Though the symphony was never published with any opus number, it seems to be Op. 23, which is missing in Voříšek's numbering (in Grove it goes up to 26). It bears Op. 23 in some recordings.
