There is nothing on "It was a lover and his lass" that indicates it is an arrangement. On the other hand, several libraries have listed this as an arrangement. Further, WorldCat does not list any copies of the full op.40 set. Until the original set is uploaded, this is tagged in the "undetermined" category.

Note: A setting of this text by Harker as a voice/piano work- not necessarily the same setting (though possibly the original of this?)- seems to have been issued ca.1909 or earlier. It is not listed in Worldcat, but is mentioned in an advertisement in another book found in Google Books (I think). - Schissel
