Quartets for four flutes by Klöffler have been published recently, but not this work, it seems.
Catalog GötK 31 (after Ursula Götze's 1965 dissertation Johann Friedrich Klöffler (1726-1790) Thematisch-bibliographisches Werke-Verzeichnis, Munster, quoted by RISM.)
Andante in the violin part could just refer to the regular "walking" pace as a guide to tempo though this might suggest a relatively earlier time of composition, or at least an anachronistic use of terminology (or a typo.)
