RISM classifies this as for "keyboard 4-hands", and Grove Music has it in the keyboard section, but also mentions viols, i.e. "Fancies: ‘for two to play’, ‘for viols’, 4 untitled". Viols are obviously not intended. The piece has mostly six parts, but ends by increasing the number of parts up to ten (bar 43). According to the edition by Franzpeter Goebels the treble parts (= primo) and bass parts (= secondo) are written on the right resp. left side of Tomkins' holograph, similar to modern editions of 4-hand keyboard music.
Prof. Stephen D. Tuttle, in the Textual Commentary of his edition for Musica Britannica notes "Duets for two players at one instrument may have been more common than is supposed, but only two examples by the virginalists are now known to exist. One is this Fancy by Tomkins, the other [...] is by Nicholas Carleton and bears the title A verse for two to play on one virginall or organs. Tomkins' note [...] Another/of the like merely indicates that his Fancy is another duet similar to that by Carleton."
