This is a volume containing a preface and works by several composers. The Kirnberger (which should be separated out) is on pp.10–15.
The preface, by Feder, is dated Köln, im April 1963. So at least the preface was published in 1963, There is a clearly viewable copyright mark at the bottom left of the 1st page with "1963" half-cut off by the scanner. So 1963.

According to RISM, there are copies of this psalm-setting's manuscript in the library of the Berlin SingAkademie ; in Kuhnau's library via Staatsbibliothek zu Berlin - Preußischer Kulturbesitz, Musikabteilung, Berlin ; in a version with unison strings added in Schwerin library. (No EngK number seems to have been attached to this work.)
